If a student witnesses bullying in a school, they should not be held legally accountable for not doing anything.

Pro

Students should be held responsible. The only reason bullies roam free in the school hallways is that the people the witness the bullying are to afraid to tell a trusted adult. this makes the bully feel like he is invisible and he still bullies other kids. Now if some one calls someone a name like stupid or jerk that they should not be responsible. Though if they are being beaten by a bully and you witness it you should report because a lot of abuse could lead to suicide which we hear of every day on the news.
