I think that public surveillance cameras shouldn't be used because they're very expensive. The money should be used on education so that people will be less obliged to do crime in the future. Video cameras are also a short-term solution. Thieves will always be able to find new places to rob, and I'd be willing to bet that it would be really expensive to keep placing new cameras in. Education is a permanent because people will be taught a life lesson and will probably be less likely to steal for their rest of their lives, not for a week or so.
