Should the UN be significantly reformed?

In the United Nations Human Rights Council (UNHRC) needs to be reformed. Because currently there are countries in the council that don't even uphold human rights themselves! This needs to be changed and the current policies need to be enforced.

I would first like to say good luck in the debate we have here.

I'm going to start by stating that reformation of the UNHRC to a body that excludes those that do not follow the passed resolutions and international laws on HR, as well as enforces these things is a bad idea. Enforcement implies violation of national sovereignty, there is a reason that the security council is the only one able to issue directives and resolutions involving peacekeeping troops, sanctions, and other matters, it is because they possess the formation that includes veto power and other safeguards that dissuade sovereignty violation.

Another thing to consider is that the UNHRC was formed very recently to replace the UNCHR which was criticized for the inclusion of violators and other problems. The UNCHR was a body that had been around since 1948 and was then reformed into the UNHRC. Now only 12 years later (rather than 52 that the UNCHR was around) we're already talking about reformation again, and for similar reasons.

At what point will the world realize you can't control everyone. While human rights are a major issue and there are problems with them around the world, it is impossible to ensure them world wide when there are nations and leaders that ignore them with no concern for the consequences. You can't enforce compliance onto people, and you can't exclude people from the UNHRC because doing so would instigate more problems.

The bodies need to be left alone, let them continue on in their generally ineffective manor and let nations resolve their differences and problems with each other's practices on their own terms.

Are you wanting to argue that the UN needs a permanent peace-keeping force that is controlled by and answerable only to the UNSC? Because that would be the only real means to effectuate ends which correlate to the principles in the Universal Declaration of Human Rights and other related documents in kind. You would also have to kick Russia and China out of the P5.
