Pro

The Government should regulate consumer behavior to a point simply because if people have no regulation and you have a high enough demand for something and not enough of the product to support demand than you have consumers fighting over the product if they all want it bad enough which can potentially start a riot or other violent behavior.

They do that already. The more taxes they take, the less options consumers have to spend on.Remember, the consumer pays ALL taxes.
