Pro

Excise tax are not uncommon, gas, aviation, however, taxes such as this get labeled "sin" taxes simply to demean the usefulness, or purpose of the tax.

The reason for the tax is to raise revenue to offset the additional costs to our society, with an ancillary benefit of discouraging the harmful activity.

Taxing something is not removing liberty, or interfering with free-markets. It is a method to pay for a shared societal cost.
