Pro

Contrary to capitalist beliefs, the arts provides intellectual insight and personal reflection unlike any other particular center of study. But, for some reason, the arts are heavily underfunded. . .especially theatre. More and more senators are concerned with students knowing how to calculate numbers and know how to construct a nuclear bomb, but they don't seem to be concerned that our students will not be able to compete in the true forum, the academia forum. If Hollywood can find all this money to support its projects, then we should do the same for the Arts in general.

1. To fund the arts with government money, that money has to be taken by force.

2. The insights you describe are different from the insights gained from science. The artistic insights are subjective. Since we are all trying to make sense of existence from different vantage points, art work has different meaning for different people. It used to be thought of as artist made art. Then Duchamp turn this idea on his head with his urinal on display. Now art was whatever artist said it was. Andy Warhol went even further and showed that art is in the eye of the beholder. If my can of soup is art, then where do you draw the line? His paintings were famous for the ambiguous meaning: Is a can of Cambell's soup a remark on the hollow kitch of industrial society, or paying homage to the comforts of home? People get different insights from different things, or none at all. Scientific insights are universal and apply to our everyday lives (If the government should fund scientific research is another debate).

3. By having government venture into the art world, you are making art government property. This is just subsidizing the preferences of the connected and the powerful and is an upwards transfer of wealth to boot.

4. What is wrong with hollywood projects? Aren't some of the best films ever produced commercial ones? Star Wars? The Godfather? Have you seen No Country for Old Men yet? I think that movie is very insightful and a generic transformation of the western genre. But the government didn't need to subsidize it. We are living in a golden age of industrial design. Just look at the architecture of Chicago or New York. Beautiful and commercial enterprises.

5. Plato once said, "Exercise, when compulsory, does no harm to the body. Knowledge, which is acquired under coercion, obtains no hold on the mind." You can not force someone to think. You may be well versed in appreciating the theatrical works of Shakespeare, but not every one is. You can't thrust upon people art that has no meaning or relevance to their lives.

Giving money to artistic projects is a noble deed. Giving other peoples money is not. You want to rob people to support your way of life.

For a good movie that I think shows how goverment getting involved in art projects ruins art, I recommend the German film, "The Lives of Others." There are several other themes in the film as well, but I think it is a good movie for this topic.
