No, you should not say something. You should do something. You should intervene and save the person being bullied. Talk is cheap. Only actions matter. If a kid is being beaten up in front of you, telling the bully to "please stop" won't get you anywhere. Intervene. Call a teacher and ask the teacher to intervene. Don't say something, DO something.

Saying something is doing something.Your trying to help the problem not make it worse.If you "intervene" with the bully and try to stop them,you may get hurt as well.In the time period that you go off to go call a teacher,the person could be getting hurt even more.Think about it in a different way.Lets say you were the person getting beat-up on.You'd call for help hoping someone will see/hear you.You wouldn't want someone to see you and say "hold on,ill go get a teacher." No.You would want them to help you right then and there.You shouldn't be a bystander.Because what goes around comes around.

Your argument is invalid because saying something gets you nowhere. The argument that you might get hurt too is cowardice. Stand up to the bully and be a man.

I think it was either Kant or Hegel that said that a lack of action or choosing not to do anything is not immoral in itself.
