This is not a good start....

I purport hat Welfare is an effective way to alleviate relative poverty because:

The trickle down effect does not work

The Pareto principle does.

And money is like manure - it is best when it is spread around.

Just in case you wanted to go for a nice holiday to a group of countries where the population live long happy lives thanks to generous welfare....(1)

In conclusion....

I stand unopposed, unrebutted and unimpressed.

Welfare is awesome as it ensures that the most vulnerable are not left to the wolves.

Vote Con - because we don't want to encourage such poor behavour.

What is an effective way? Does welfare alleviate poverty or just feed the poor? It appears to me, that those on welfare remain poor. I don't think the goal of welfare is to do anything about poverty. The goal of welfare is to treat poverty. Just like medicine can treat a disease and never be intended to cure it.
