My team has one or two very basic points of why they should be fined such as bully needs to be put to a stop, etc. But those are points that can very easily be clashed with. Help

What kind of punishment? If it is a fine, then how much? If it is not, then what?

What is the scope of “student bystanders” ?

Please set clear points as you have the burden of proof.
