I will be arguing that Team Rocket (Gen 1 and 2) is better than Team Galactic (Gen 4). Obviously in Pokemon. First round is for acceptance.

1. Team Rocket actually has some good ideas
Team Rocket tries to capture powerful pokemon in order to help them take over the world. That is not such a bad idea, speaking as their leader, Giovanni, is actually sensible, wise, and nice person. So if Team Rocket were to win, there would be a one-world government, led by the great Giovanni. Isn't that better than all the horrible dictators, prime ministers, and presidents we have today? (Even though most are okay, but in the pokemon world leaders are probably worse).

2. BetterPokemon
Team Rocket workers have better pokemon, some of these include: Weezing, Victreebel, Seviper, Arbok, Meowth, Persian, and Raticate. These are quite powerful pokemon, while Team Galactic is stuck with sucky ones like Stunky, Glameow, and Bronzor.

I would also like to say that I will be arguing about the teams in the games, and not the anime or anything like that.

1: Team Rocket actually has some good ideas
You say this like it implies that Team Galactic's ideas are not good. However, this is not the case. Team Galactic tries to capture powerful pokemon in order to make over not only the world, but the entire galaxy as well. In R/B, Giovanni doesn't get very close to achieving his goal, only managing to take over Pokemon Tower. In D/Pe/Pl, Cyrus gets very close to achieving his goal, as he makes it to where the pokemon are at (Spear Pillar). Giovanni ends Team Rocket completely after losing to you, but Cyrus leaves Team Galactic in the hands of one of his admins (Saturn).

2: Better Pokemon
In R/B/Y, Team Rocket is only consisted of the grunts and Giovanni, so it would make sense that the have more powerful pokemon the the grunts of Galactic, because Galactic has the grunts, then the admins, and then Cyrus. Team Rocket also has weak pokemon like Rattata and Zubat. Many pokemon owned by Rocket grunts are on the same tiers as the ones owned by Galactic grunts.

Now for my arguments:
Team Galactic has a plan that affects more than just the world, as Cyrus wants to change the entire galaxy. He gets very close to this, while Giovanni's plans gets nowhere near completion. Also, Team Rocket actually kills a Marowak, which causes great unrest in Lavender Town. Team Galactic's plan resulted in 0 deaths of any life form.

1. Team Galactic's plans

Team Galactic's plans are worse than Team Rocket's plans because their plan asks for the destruction and rebirth of an entire galaxy. Team Rocket only asks for a one-world government, that way nobody dies and nobody needs to get hurt, whereas Galactic's plan asks for every inhabitant except for Cyrus and the legendary pokemon to die. With that known, I think its safe to say that Team Rocket has better standards and cooperations than Team Galactic, and we need that in every good villain.

2. Team Rocket does have admins

You argued that Team Rocket does not have admins, and that their power just goes from least to best, starting with the grunts and ending with Giovanni. That is not true, as Team Rocket has a fair amount of admins:

3. Did you know that Giovanni was actually trying to save the world (at least in the movie)? That's a pretty good thing. All Galactic wants is to kill everything that breathes.

A one world government would not necessarily be good, especially run by an international crime boss. You said that Team Rocket's plan involve no death, but in the games they have already killed a Marowak, and who knows how many more innocent people and pokemon they would have killed to reach their goal.

Here is the quote from my argument: "In R/B/Y, Team Rocket is only consisted of the grunts and Giovanni". My argument specifically says in Pokemon Red, Blue, and Yellow they do not have admins, which is correct. In G/S/C they do have admins, but their grunts are significantly weaker, made up of Rattatas, Sandshrews, Zubats, and Muks.

This is only fan speculation, which means it might not be true. Even if it was true, he might have used the Mewtwo for evil thing once he captured it, like taking over the world and ruling with iron fist maybe. In the games, Cyrus only says that he wants to create a "world without spirit." This does not necessarily mean that he will kill everyone.

Ok, Team Rocket killed a Marowak. Whoopie. TG's plan calls for the death of EVERYTHING.

Isn't it the entire team in general that counts? And you say that their pokemon are for weaker, whereas TG has pokemon like Glameow, Zubat, and Wurmple.

If they were willing to murder a pokemon to achieve their goal, then what else were they willing to do in the name of their plan, and once again a world without spirit is not a world without life.

In your first round argument, you stated that "Team Rocket workers have better pokemon" so no, it is not the entire team that counts, just the workers, and almost every team has weak pokemon. Rocket, Magma, Aqua, Plasma, and Galactic all have weak pokemon.

Let's see...Team Rocket in the anime has far outlasted any other villainous team. However, as I recall their only bold plan to take over the world involved mind control, and I don't think that was even Jesse and James.
Team Galactic, on the other hand, seeks to reshape the world in the image of their leader, Cyrus. They plan on using the legendary pokemon to carry out their agenda, so they're a lot more bold and evil than Team Rocket. Plus, in the game all Team Rocket did was take over a radio tower.

I'm interested in this argument. I can't wait to see what you both have to say. I was never a fan of team galactic. I loved team magma/aqua in Gen III. I'm not the biggest fan of team rocket either, but Giovanni is one of my favorite characters.

Reasons for voting decision: Thank you both for providing me with a debate that consisted of no forfeits and wasn't boring as hell to read. Neither side did anything to explain to me why each Pokemon was better than the other, they just said that they were. That contention is tied. Con's third argument was basically his first, so I ignored it. This debate eventually came down to one contention: The Master Plan. It was a question of whether intentions or success were more important. Pro won the fact that Rocket had a better plan, Con won the fact that Galactic was more successful. Pro dropped the success contention, and that's a no-no. However, "a world without spirit" sounds a heck of a lot to me like killing everyone, which gave Pro that advantage. In the end, I value lives of an entire galaxy over the success of a single team, and therefore give arguments to Pro. BUT: and this is a BIG but: Pro, your round four was terrible and lazy. Never do that again. For that, I give conduct to Con.

Reasons for voting decision: How do we assess which team is better? Both teams are teams of villains, and so it seems logical that the better team is the one that is better at promoting evil. Frankly, the destruction of the universe, and the fact that Team Galactic got closer to their goal show that TG has more devious schemes and is better organized to fulfill them. Thus, I vote Con, though my personal preference is for Team Rocket. I think it was important to define/explain how the judges were evaluating which side was "better." No one really did this though...it really could've impacted the outcome.
