What action do the people of the world think should be taken against IS?

The leaders of the Islamic State are Ba'athists and they have cultivated an extremist Sunni ideology to recruit young and impressionable youth from war torn regions of Iraq. Western involvement in Iraq (based on the false pretense of WMDs) has resulted in insurgency by a sizeable Sunni faction that has branched and is embraced by civilians due to its relative efficacy over the puppet Shia regime endorsed by USA. The best course of action is to close all borders to Syria and Iraq and cease drones

That is like saying the Crusaders who fought wars for the Catholic Papacy were religious after being exploited for the many holy wars. Sure they had crosses on their shields but what about the aftermath? The trauma of war is the killer of faith. ISIS is just a vengeful group getting its recruits from Europe and arms smuggled through Turkey. The only reason they exist is to expunge Western influence from the Arab speaking populace. Naturally they will embrace all cultural heritage and condemn all forms of progressive movements deemed Western.

Removing Western influence and causing chaos in Europe and Americas is much higher on the list for ISIS than any religious prescription.

Before you say 'Ba'athist ideology is secular' please understand that the leaders of ISIS don't actually believe in Islam. They are just using the religious zeal in the aftermath of Iraq war to gain momentum. They don't actually care about religious memes. They just see it complementing their ultimate goals to form a unified anti West Arab state... If you think people who behead foreigners and wish to harm anonymous civilians around the globe actually believe in a God your head has been warped by extreme doses of FOX news.

Also make sure you understand what Ba'athism is. A Pan Arabic caliphate (a singular Arab state) under Al Baghdadi that is ruled through Sharia suppressing progressive movements is the ultimate goal of ISIS.
