Age signals maturity, and maturity signals good choices.

Individuals have varying maturities at different ages.

It's impossible to choose a specific age requirement as a substitute for maturity because it all depends on the individual.

In order to drink alcohol responsibly there should be no age requirement. However, in order to legally purchase and consume alcohol the individual should take a test on his knowledge of: the unhealthy effects of alcohol, its history, current laws prohibiting alcohol depending on the location and circumstance, and a multiple choice test designed to test the individuals judgement from multiple-choice answers.

This test would require that the person has good judgement and is intelligent. Since good judgement and intelligence increases with age on average, and because this test would require good judgement and intelligence in order to pass, this would allow mature people who are most likely around or just under the drinking age anyway to drink without an age limit as an artificial indicator of maturity.
