This topic doesn't only apply to world war one but to every countries this day.

No. The moment you limit weapons you create civil unrest as groups protest that we are violating their liberties. Sure, in a perfect world there would be no nuclear weapons but countries will never sacrifice certain weapons as they are there as much for protection as for any other purpose.
