Sunset Shimmer was the best MLP villain due to her relatability to the audience. The other villains, though they might be terrifying and destructive, are obviously fantasy and not real. No one would ever legitimately fear villains like Tirek, because their manifestations in the MLP universe would never happen in the real world.
Sunset Shimmer, however, represents a real type of villain that many viewers of the show have experienced: a bully. She is the most relatable to the audience, so she represents a personal fear for the audience. Also, she was highly effective for several years in building up the terror in Canterlot High School, as opposed to the other villains in MLP, who were brought back from their various imprisonments/banishment in the same episode in which they were defeated, without having the context of being around for several years beforehand.

Surely not. A villain, should stay a villain, and of course sunset shimmer didn't. Her plans were severely flawed.

Being a good villain is honestly upon being successful with their plan in the first place, which I Should remind you that she wasn't. The tag of "villain." shouldn't even pertain to her,due to the fact that she really never did anything evil,such as the other ones.

Her plots were pointless, and all the other villains have a more than clear shot at her. Her plans weren't important.
The point of a villain is for the plot to mean something, and be ,

Obviously not. She failed miserably! He plans had many flaws without a doubt like losing the crown to begin with for example. I think the most successful was actually Adagio. Her plans were almost flawless. She accounted for everything and threw the main characters into a tizzy and fed off the chaos it created. She was patient and masterful in her planning that I actually wanted the villains to actually win. It was clich"d when the protagonists banned together finally. Either way, she turned everyone against each other and manipulated them to do as she saw fit. No body hated her, and a select few could only sense something wrong about her. It is almost undisputable. Adagio was the best.
