Con

Congress should be the determining factor in weather or not a war will end or not (If you challenge me you will be saying that the president in the person to end the war.) They are the ones to start the war, so why should they not be allowed to end it. Plus when war is declared the president is in charge of all armed forces, therefore if he has the power to determine when the war should end it may never end because he may keep it going for personal gain.
