Corruption can be eliminated completely from Government bureaucracies.

Pro

People are imperfect and prone to corruption and governments are run by people. The Founders put in place 'Checks and Balances' to route out corruption. But ultimately, there will always be corruption in governments, corporations and even charities.

Any organization run by human beings will have some manner of corruption.
