In my opinion India can never be clean. The dirt and filth is not only on the streets but in the minds of its people. It is culturally dirty and the dirt is not only our problem but our need too. 80% of people in India are below poverty line. They need cheap food, shelter and clothing. The result can be nothing but over crowded footpaths selling substandard street food. The business will always be of the same standard as the customers. What India needs is cities but we have been telling ourselves we are an agricultural country and for decades the focus has only been on the farmers. Our culture and traditions only add up to pollute more. The idols and every item to do with worship have to go in the waters, air, land and noise pollution is synonimous with the biggest festival Diwali needless to say holi colours leave the country filthy for years to come. It has been 2 years of swacch bharat campaign started by the prime minister modi but it is still difficult to find a dustbin if you eat a banana and are dedicated to throw the peel in the bin. The lack of town planning when the cities were growing has only added to the problem with narrow streets with nowhere to park. The infastructure can be put in place over time but the mindset that is so much influenced the rituals tied to religions is something that is almost impossible to get rid off. The leaders keep doing tge wrong things to keep its people happy and the people keep chosing the wrong leaders because they are too dumb to pick someone who is outright telling them to change. Its a cycle we can never break.
