Will Mexico pay for the wall?

I strongly believe that Donald Trump will get Mexico to pay for the wall. It's very easy to do, if we stop their foreign aid, and stop trade they will easily give up and write the check for the wall.

First, let's focus on what the current and former Mexican administration officials have stated on the Trump wall.

Former Mexican President Felipe Calderon has said that " Mexico won't pay a cent for the wall".
The current President of Mexico Enrique Pe"a Nieto ,has stated that " There is no scenario under which that would happen".

It's clear that the President of Mexico would have a tough time explaining why he backed out on his word.

Now before you go running off too far, let's focus on what you just said .

" It's very easy to do, if we stop their foreign aid, and stop trade they will easily give up and write the check for the wall."

The question is, does the President have the unilateral power to stop foreign aid, and stop the trade deficit between the US and Mexico?

Seemingly, he would then be able to convince Mexico to pay for the wall. This will be my first argument, does the President have the power to cease foreign aid and impose tariffs or non-tariff related measures on Mexico( which could also be in the form of quotas).

Another interesting point, is that you have limited your argument to Trump receiving a check for cash from the President of Mexico. Trump himself has stated that he will force Mexico to pay for the wall by any means necessary. This would be the non-tariff and possible tariff on Mexico that I mentioned earlier.

1. Therefore, I will first argue that the President does not have the constitutional authority to cease financial aid without the approval of congress.

(A)This means you would have to prove to me how Trump would convince congress to cease all financial aid to Mexico.

You should also consider that the United States only gives Mexico around $ 419,000,000 million a year in foreign aid. Therefore, even if you cease the financial aid to Mexico, you would need to wait at least 10 years before you could afford that pretty new wall.

But, let's leave option 2. You were unable to get the check, yet that is. but you are going to use a trade deficit.

You are going to hit the trade deficit. Just suggesting that " Trump will end it" is a rather vague. This is going to be your tool to get leverage and make Mexico hand over the check, but how?
