Overall outsourcing restrictions will result in more American jobs, and US developing strategic capabilities for manufacturing. China has unfairly gained competitive advantage in manufacturing by keeping their currency exchange artificially low, making their exports too cheap for US to compete with. By rebalancing the trade equation, US can develop capability over time.

The net effect will result in higher prices in consumer goods, and actually disadvantage US services export capabilities. Since it is much cheaper to outsource vs insource and there is not sufficient technology talent in US. That will just drive price increases due to supply/demand equation. We will not be bringing back manufacturing jobs outsourced years ago, as most of that will be automated anyway with robotics and cognitive computing.
