Tablet market statistics
There are simply not enough tablet users for Microsoft to release an entire new updated operating system just for tablets. Microsoft does not even have the edge on tablets; the most dominant tablet is the iPad, with a staggering 97.2% of all US Tablet traffic.
Tablets and computers
Even if Microsoft had that 97.2%, there are still more PC users than tablet users, and the tablet is likely not going to take over the conventional desktop computer or laptop.
In short, it would be illogical for Microsoft to restrict a new operating system just for tablets; the numbers just aren't in your favor. Conventional computers are still more popular than tablets, and even if tablets were the majority, Microsoft definitely doesn't have the largest market share.
