Morality, or a sense of justice, would not be practically necessary in a civilization in which survival and protection needs are provided to all, given that the only function of said civilization would be to care for its citizens from cradle-to-grave, in return for their labor. The ultimate nanny state. If the bureaucracy does not come into the power of tyrants, then there should be no reason why the system should not be allowed to perpetuate itself, especially one with freedom of movement.

Pro

Morality would still be practical to maintain internal affairs within the society. Morality, as a "sense of justice" as you describe it, would still be necessary to punish criminal behavior to dissuade citizens from engaging in further criminal behavior. Even simple acts of kindness, love, and friendship promote harmonization within a society. Just because survival and protection needs are met do not mean these people don't need harmonious standards to function properly.
