yes development can occur wothout industialization with the help of agriculture

Except, for a country to suceed in today's market (high demand, shipping, quality), modern day technology is needed, especially for agriculture. Countries with poor to no industrilization do not have a good economy because:

a) the quality of their produce/products is not up to standard because of :
b) their technology, which is because of :
c) no industrilization , leading to :
d) an underdeveloped country, with a poor economy.
