The new Deal was bad because FDR didn't know what he was doing, however the poor people were principal victims of the new deal. One way the effect the people was that the taxes wen up. FDR didn't really help the great depression he jest put in programs.
The new deal did work he created new legislature and programs included a goal of relief, and the relief was aimed mostly toward the unemployed. He past the emergency banking act, congress had time to reorganize the banks as well as release more money on the market and ended up putting a deposit insurance on all the banks, making them seem much safer to the public.
The new deal destroyed jobs for example, the National Industrial Recovery Act cut back production and forced wages above market levels, making it more expensive for employers to hire people. And because of that blacks alone were estimated to have lost some 500,000 jobs. Also The National Labor Relations Act gave unions monopoly bargaining power in workplaces and led to violent strikes and compulsory unionization of mass production industries.
