I thank my opponent for initiating this wonderful debate on a fantastically interesting topic. Since my opponent did not provide any definitions or outline of the debate, I will do so myself.
I assume that by dumbledoors my opponent meant Dumbledore. I assume that by harry papper my opponent meant Harry Potter. I assume that by 9 1/2 my opponent meant Platform 9 3/4. These assumptions were made by a thorough examination of the resolution as a whole and by looking for a common, rational context between the words. Should my opponent disagree with any of the definitions, he should propose alternatives in the next round. If they are not challenged in the next round, they will stay as they are defined here.
Gandalf - a wizard, member of the Istari order, as well as leader of the Fellowship of the Ring and the army of the West. 
Dumbledore - headmaster of the wizarding school Hogwarts; founder and leader of the Order of the Phoenix. 
Stepsister - A daughter of one's stepparent. 
Harry Potter - a series of seven fantasy novels written by British author J. K. Rowling. 
Platform 9 3/4 - is a platform at King's Cross Station in London. Magically concealed behind the barrier between Muggle Platform Nine and Platform Ten 
The full Resolution: Gandalf should be Dumbledore's stepsister at Platform 9 3/4 in the Harry Potter series.
Burden of Proof is shared. My opponent will have to demonstrate that Gandalf should indeed be Dumbledore's stepsister at Platform 9 3/4, while I will have to demonstrate that Gandalf should not be Dumbledore's stepsister at Platform 9 3/4.
My opponent provided an argument in the 1st Round, therefore I assume that the 1st Round is not only for acceptance. Therefore, I will also present my case. All of the following rounds will be for rebuttals. The last round should also include conclusions.
My case is as follows:
1. By definition, Gandalf cannot be Dumbledore's stepsister.
A. Dumbledore does not have a stepparent. Therefore, Gandalf could not have been born to Dumbledore's stepparent, who doesn't exist. Then, by definition, Gandalf cannot be Dumbledore's stepsister.
B. Gandalf was a male. Therefore, Gandalf could not have been a daughter. Then, by definition, Gandalf cannot be Dumbledore's stepsister.
2. Argument from incompatible biographies.
A. Dumbledore or his family has never had any historically documented contact with Gandalf, the Istari or the Valar who created him. Therefore, my opponent must prove some kind of relationship between these two beings, documented by valid historical sources. If that is not done, any assertions about Gandalf being Dumbledore's stepsister will be unfounded biographically and historically.
B. Dumbledore was born in 1881 and died in 1997. Gandalf was born before the First Age and died in Third Age year 3019. From the analysis of the works of J. R. R. Tolkien and J. K. Rowling we can see that these timelines are very far apart. It seems practically impossible for these two beings to have been related in any way through their stepparents (assuming they had them, which they didn't). For Pro's case to be valid, he will have to demonstrate through valid historical documentation, that regardless of the timeline gap, these two beings had intersecting biographies. Currently I maintain that it is a practical impossibility, although I am open to evidence.

I thank my opponent for continuing the debate and for the thoughtful insights that he has made. I will now do my best to rebut his arguments.
1. Argument from T-shirt.
My opponent has provided an image where a man is seen wearing a red T-shirt, which has the following words written over it "I'm Gandalf and Magneto. Get over it!" 
Now my opponent asserts that the person in the picture is Dimplesmore (a.k.a. Dumbledore), on the grounds that the T-shirt claims the person to be Gandalf and Magneto. However, my opponent has failed to prove why the man in the picture is necessarily Dumbledore. However, I can prove that he is, in fact Gandalf, rather than Dumbledore.
The proof goes like this:
a) Observe a white star shape at the bottom right of the T-shirt.
b) For the star to have appeared there, someone must have had to carry it there.
c) Eärendil carries a star. 
d) Therefore, Eärendil must have carried the star onto the T-shirt, rendering the T-shirt awesome and invaluable.
e) Such a T-shirt could only have been given to a special person in the eyes of the Valar.
d) We do not have evidence that Dumbledore was ever honored by the Valar.
e) On the other hand, Gandalf has always been loved and cared for by the Valar. 
f) Therefore, the T-shirt could only have been awarded to Gandalf, not Dumbledore.
g) Therefore, the person in the picture must be Gandalf and my opponent should Get over it!
2. Argument from salt mine.
My opponent insists that Gandalf and Dumibledoor (a.k.a. Dumbledore) are stepsisters and provides an image of a salt mine as proof. While this is a very compelling proof in general, I see some faults with it.
For instance, the salt industry has on numerous occasions dishonored and mocked the Istari order, making their members into salt shakers.  This is unacceptable, horrific and blasphemous. Therefore, I reject your salt mine argument on principle, maintaining that they no longer have any authority over the decisions of Gandalf's familial relations with Dumbledore.
3. Argument from mathematics.
My opponent claims that 9 1/2 = 9.5 = 14. thus negating all of Peano axioms.  I am not going to dispute this claim, since I have never really liked Peano axioms myself, but I am going to dispute my opponent's claim that I am a salt mine.
The rebuttal goes like this:
a) The salt industry makes fun of Gandalf.
b) Therefore salt mines make fun of Gandalf.
c) Being a Gandalf fan, I despise such actions by the salt mines.
d) Therefore I make fun of salt mines.
e) If I were a salt mine, I would be therefore making fun of myself.
f) That would be embarrassing.
g) Therefore I am not a salt mine.
From this rebuttal it necessarily follows that my opponent has not demonstrated sufficient argumentation that Dumbledore and Gandalf should be stepsisters. Therefore, I still argue that Pro has not met his share of the Burden of Proof.

I would like to again thank my opponent for his fine rebuttal. I will now try to defend my position.
1. Argument from disbelief in God.
My opponent accused me of not believing in God: "y yiu not belive god?", stating that this is inconsistent with my position that Dumbledore and Gandalf should not be stepsisters. But that is simply not true. I have on several occasions mentioned the Valar gods of Arda, on whom I base my arguments and in whom I obviously believe. So I simply negate my opponents assertions of my disbelief in the Gods of Middle-Earth, and I therefore still maintain my position that Gandalf and Dumbledore should not be stepsisters.
2. Argument from failed text formatting.

Therefore, my opponent here has made a critical mistake in his argument, stating that Padmé and Dumbledore should be stepsisters, effectively arguing against his position.
3. Argument from questions.
My opponent has tried questioning me in the following way:
a) "whay r u d oinng this?"
b) "what is th e mening \?"
c) "[...] i am rite?"
I feel the need to kindly answer these questions.
a) I am doing this because I am loyal to the heritage of Middle-Earth and I will not let any random wannabe stage magician from Hogwarts claim to be familially related to Gandalf.
b) The answer to this is 42.

I shall now try and rebut my opponents claims before finally moving on to the last round of this debate.
1. Argument from an image of Bilbo Baggins.
My opponent uses an image of Bilbo Baggins, smoking a pipe, in order to claim that I am "a menny who chates at lif. and does no god."
His whole argument is rebutted by this image:
In essence, you cannot use an image of a pipe and claim that it is a pipe. That would be cheating. Thus, the only person who is cheating here is you.
2. Argumentum ad Nauseam.
My opponent continuously asserts that I am wrong, and that he is right. This is a logical fallacy.  Therefore, I am right and you are wrong.
3. Argument from Bergum.
My opponent cites the city of Bergum as proof for his case. I have no choice but to disagree with the validity of such an argument. Here is why.
This is the coat of arms of Bergum: 
1. Observe a herring at the center of the coat of arms.
2. Observe a mighty tree at the top-right section of the coat of arms.
3. Observe that my opponent has therefore failed to cut down the tree with the herring.
4. Therefore, my opponent's argument is invalid. 
4. Argumentum ad Nauseam #2.
My opponent is continuing to use the same fallacious argument as he did the last round, that is, the argument from failed text formatting. Nevertheless, I will be kind and I will try to answer this argument again.
After another thorough examination of the messed-up text, I managed to extract the following meaningful data on which my opponent bases his argument. A flamingo:

Therefore, my opponent is cherry picking flamingos in order to prove his case, which should not be done. Therefore, his argument is invalid.
