ISP's should be able to control network speed and charge accordingly. The bandwidth on the ISP's networks is limited. The only way to control access to a limited resource and balance supply and demand is to allow for the formation of free market prices. Our internet networks are a bit like the highways we drive on. The reason that some roads are extremely over-used and others are only lightly used is that the government controls the funding and construction of roads. They're a "pulblic" resource.
