If the babies can not be appeased, they should not come out to the public places. If the babies cry and there parents can't appease this situation many people get annoyed. Like in movies theaters or airplane. If you were watching the movie concentrating and a baby cries. Everyone starts whispering and you can't hear the movie. Only the babies cries. In the airplane. It's a quite long trip you want to take some sleep. You are having a sweet dream. Just then the baby wakes you up and cry until the airplane lands. Like this situations, babies can make harm to other people in the public places.

Ok. So we should understand that babies or children, like toddlers, are very prone to danger. Suppose babies or toddlers that cry are kept at home with a nanny while the parents fly on an airplane for a trip...what if there is an emergency? We cant just trust babies with nannies and other people because the mothers knows best for the babies. What if the nanny, or a family member feeds the kid peanuts? when the toddler is allergic to it? We cannot let their annoyance run over the fact that these babies or kids who cry might not be safe without their parents. People might rather be annoyed rather than have their kids in danger, wouldn't they?
