It seems as if "s.C.H.I.P." is supposed to stand for the State Children's Health Insurance Program.

I am assuming that my opponent is to argue in favor of the SCHIP, while I am to argue against it.

In conclusion, SCHIP does more harm than good. It wastes American resources, discourages work, and actually harms children's health.
