I am quite sure it is possible for members to chat without the friend request. Many members set their message settings to "anyone can PM me"

Reasons for voting decision: Arguments to CON: Pro had the burden of proof and made not a single argument (and never responded to CON's argument that it's possible to be friends *without* a friend request).
