Children are not always responsible for their actions. This is true of children at the age of 12/13 perhaps more so than if they are 15/16. Kids of 12/13 see things as black and white. They have their own reasoning for doing things - often out of immaturity. Whilst jail is an option for an under 12, it should certainly be the very last resort in a long line of potential punishments. A fine is no use as that is simply a 'parent tax' as the parents would have to pay it and the child gets off scott-free. Community service would be tough in many circumstances for the child and, I believe, sufficient to teach the child a lesson without removing him from his home security or (probably) loving parents. I think I lie in the 'No' camp on this one but will be interested to see how the debate goes.

I feel like Pro might've conceded, but not entirely sure. But me personally, if the child committed an illegal deed, at least a fine should be paid as punishment. Jail, however, this is a huge step. I'll keep watch on this debate and see how it goes. I'm somewhat even on this one.
