I accept however I assume you are from the US because in Australia the Supreme Court does not have this kind of authority of superiority. Also if you could refine your question a little more, such as 'deliberate speed' and relevance that would be great. State your case. (and in case you are wondering, yes Australia has similarities with the US system and its society so my argument is valid and relevant)
