Infrastructure is a lot more than jobs. It has to do with maintaining a military, housing for citizens to live, agriculture to feed the populace, transportation, and of course the economy. The last factor as I pointed to up above, is the most important, as money makes the world go round, as much as we hate to say it.
In order for a government to function they need three necessity things.
2. Military (protection)
All three of these items fall under the category of a nations infrastructure. Without them, the state would not exist, let alone wildlife reserves.
