No,environment is mush more important than infrastructure.

I agree with the fact that the environment is important. However, without a strong infrastructure, the government cannot come up with the funds to protect our environment. The country needs to make money before they can spend it. Without providing jobs to its citizens the government cannot function, let alone protect the wildlife. Without focusing on the infrastructure aspect of a nation, a country along with its government would crumble.
Infrastructure is a lot more than jobs. It has to do with maintaining a military, housing for citizens to live, agriculture to feed the populace, transportation, and of course the economy. The last factor as I pointed to up above, is the most important, as money makes the world go round, as much as we hate to say it.
In order for a government to function they need three necessity things.
1. Population
2. Military (protection)
3. Money
All three of these items fall under the category of a nations infrastructure. Without them, the state would not exist, let alone wildlife reserves.
