the us should substantially increase its public health assistance to sub-sahran africa because malaria is completely currable but yet it is spread by one flying demon, the misquito.
harm1:malaria kills adults and children with ligtning like speed. an african youth could happily be playing soccer in the morning and dead of malaria at dawn.
harm2:malaria causes the economy to fall. because malaria can keep you in bed, many poeple cannot work to earn the little money they can. which also hurts the economy bacause if the poeple cannot work, then the country will have nothing to trade or anything to eat.
harm3:drugs to cure malaria are expensive. the average income for example in malawi is 50 cents per day. these sick african cannot aforrd to cure themeselves. that is why the us needs to help them.
plan: 1. we will be taking 90 million from the money already being sent over to africa and we will be using it to buy drugs and supply volunteers.
2. once the drugs are purchased, we will establish clinics cenrally in sub-saharan africa.
3. volunteers will be gathered and trained to be sent to the clinics to administir the shots.
4. we will also be filling our funding gaps with a .5% increase on alcohol and nicotine products
5. the african will soon be trained to give these drugs so they can stand on their own
6. we will be using a drug called chloroqiune which treats and prevents malaria
7. we will hand out bed nets to protect the africans until they get the drug
advantages:1.more african will be able to go to school healthy and obviously, less will be dead
2.the us citizens will be healthier because of our tax increase on alcohol
3.this will provide infurstucture to africa as our plan goes along

My opponent provides no evidence that a lowly .5% tax increase on alcohol and nicotine products would be sufficient in revenue to tackle the spread of malaria in Africa. He also doesn't seem adequately knowledgeable in the adverse affects on the market that a tax increase would cause. Consumers have a limited amount of wealth to use in acquiring products. When a product is artificially higher in price due to government interference it means a loss of consumers. Therefore the tax increase would do little in obtaining the wealth necessary to undergo such a massive project.

When "sin" products are taxed higher than other goods it is an infringement on freedom. There is no moral justification in forcing others to be healthy just because you feel it would be "good for them." You are denying the right of people to do as they please so long as the action doesn't harm others. I would rather live in a society filled with overweight people than be shackled in a society where the government uses forceful means to ensure I am physically up to par with a superficial standard. One of the most crucial fundamental rights is my right to pursue my own happiness. If alcoholic or nicotine products bring consumers happiness then so be it. How dare you attempt to take away their bliss on a "feel good" cause.

The solution to lethal diseases in Africa isn't to throw away more hard earned wealth at the situation. When has foreign aid to Africa ever produced a worthwhile result? What successes have endless negotiations brought about? The dictatorships in Africa will prevent all means to help the impoverished people stand on their feet. The governments grant no safety and seize property as seen fit. What measurable benefits to the economy will transpire by doing what at this time is the impossible? The governments will continue to deny the people the means to rise and fall to their own accord. These dictatorships have to first be unseated before substantial progress can happen.
