there is necessary to amendment in law in india according current scenario

i think we have 300 crores of cases pending across india and if we tackle them with existing infra and pace than it will tale 135 years to solve all pending case that too if no new case gets registered
this is pathetic that we are not able to apply all that we have than why we need new?
