Of course it is. I think that art (whether it's music, painting, film, photography, sculptures, etc...) is a powerful vehicle for communication, a way to express visions that are beyond the capacity of words and a medium for cultural enlightenment. Knowledge of the arts is an indispensable foundation for enlightened citizenship in our increasingly complicated world.

Yes. Though i'm interpreting important in the sense as that it does improve life.

I would surely hate life without music that soothes the soul, relationships would become mediocre without the dance, life wouldn't be worth living without the expression of the visual arts, for my eyes can't bear the ugliness of reality.

Kids that have an arts education are more likely to graduate college. Not to mention it is super fun!
