It's used in debating. I think it dates back to politics, where different parties were referred to "houses."

When they say "this house believes abortion should be illegal in all cases" what they are saying is "my group (be it a political party or activist organization) believes that abortion should be illegal in all cases."

I only know where my own house is. If you're talking about "this house" you're probably in it though so why ask what it is? Just walk around and see for yourself. But seriously I have no idea what kinds of debate that is. I tried looking it up but couldn't find anything.

Actually, you know, that whole thing about its history... I just pulled that out of my arse, because I'm too lazy to look to wiki or google. But I know what it is for, I just have no idea why they use that phrasing.

I thought that was what it meant, but I didn't want to make any assumptions :-D. I was near certain that it meant that, or that it was a magazine.
