(Aside from being a ridiculous conspiracy theory,) It appears to me that there is no resolution here. Am I wrong?

The Instigator asked a question, "Is ...?" Resolutions are statements, not questions, so it isn't a resolution.

There is a sort-of convention, however, that when a question is posed the Pro side of the debate is arguing that the answer to the question is "Yes" and the Con side is arguing the answer is "No" or "not yes." If the question is ill-defined or nonsense, Con might argue that and might win as "not yes."

As far as I know, the convention of Pro being "Yes" isn't written down anywhere in site rules, so there is no way to know the convention without it being explained. Resolutions should never be put as questions. They should always be statements.
