From the looks of it, the 'thumbs up+thumbs down' is the only one that improves voter QUALITY, whereas none of the others do.

Thumbs up and down was my favorite choice but any kind of improvement is painfully necessary. The lack of voting is the reason I stopped debating. I recently tried a debate again and it got one vote. The voting trends here are pretty sad for a debating website.

Why not pair the 'thumbs up+thumbs down' with the leaderboard, so that leaderboard points are based on both the quantity and quality of the reviews (option 1), or do it like amazon and base it on the number of helpful votes (option2)?

I doubt the effect of a leaderboard. We have a debate leaderboard -- how many people are motivated by it? The ones who are also happen to be the ones who are the most active anyway, especially in the forums. Maybe it would work in short-term, but once some people get a monopoly, I doubt a whole lot of others will race for the top.
