What determines ELO, it seems very arbitrary.

You gain more points for winning against someone with a low win ratio. And lose more for losing against someone with a low win ratio. Essentially, it takes skill into account.

Don't you mean Elo score instead of win ratio? Maikru has a 100% win ratio but you'd get more for beating roy.

That is debateable.

It can never be entirely objectively accurate. But it's definitely better than it used to be.
