Debate Tournaments IRL (In real life)

So I have a debate tournament IRL coming up in the next two weeks and the topic is: THW Punish Student Bystanders for Failing to Stop Bullying. It would be helpful if you list possible contentions for both Pro and Con.

bystander: witness to the bullying
bully: a constant perpetrator in verbal or physical harassment of another person (this includes cyberbullying)

*note that all trolls will be ignored in this forum

Fancy that, my tournament ended not too long ago. I'd be glad to help you out.

I would break the pro case down into moral/ethical arguments and social arguments:
1) Moral obligation to prevent bullying
2) Social -By stopping bullying you stop bullying! Make it impractical to bully people so that bullying dissipates.

Con has a scientific case why we shouldn't stop bullying:
1) psychological social inhibition causes us to perceive a risk in taking action in front of others. (Google 'social inhibition')
2) Fighting bullying irl will drive it online, where it is much harder to deal with.

These are some points I just thought up. If they don't appeal to you, don't use them. You'll likely be able to think of better points to use.
