What's the point of the random moderation?

If you can just report the comment anyways? This random submitting system just slows down the whole site, and makes informal debates have really awkward times, whereby one side's comment gets moderated, and the other side is never told when the comment is taken out of moderation, so they can never see the rebuttal to their points.

I especially hate it when it submits a question for moderation before you can even make the first comment. Then since it doesn't tell you when it's been approved you may find it later and everyone who has commented on it misinterpreted the very meaning of your question because you didn't get the chance to explain your position.

Why can't they moderate the question and comment together?
