1. Is BoP only on the person who is pro, or just the one that is going first in the debate?

2. If you are con (or just second in the debate if the answer to #1 is that BoP applies to whoever is going first), is it proper to bring up further points for the other side to refute after you have refuted their side?

Pro or, if its a policy debate, whoever is advocating a change in the status quo

Yes. Even if you don't have the BOP you should still have a case so you have some kind of competing advocacy, but it isn't strictly necessary...just a really bad idea not to
