What should an open letter to new members say? What do you think would be important to include? Should things like community standards be mentioned? Instructions for how to properly respond to trolls? What kind of content we're looking for?

I think a lot of new forum members are naturally shy (I was, or maybe it's just the fact that I'm British) so ways of getting in contact with and establishing relations/friendships with older members (which in turn helps generate good content) would be useful.

Sure, and I think there might be another aspect to that as well.... members should not reward generally trollish behavior with any kind of a response (and actual ad hom attacks would fall under that heading).

Definitely the two ideas you threw out. I think a link should also be provided to Airmax's policy forum topic, or maybe a copy included in such a letter as is created upon a decision being made here.

When I was a new(er) user, I would have liked to know the basic guidelines and usages of the forums and a community standard for how to behave in and use the forums. That would've helped me start out and get engaged more as opposed to taking a temporary hiatus (that was actually supposed to be permanent, but Jonbonbon convinced me to come back).

I think the main thing that needs to happen is users knowing what the community standard of behavior is, that way they can get engaged with other people.

That actually does raise a salient issue. It's going to be that much more important to address any open letter to someone with about the education of a high school freshman or sophomore, since, it seems at lest, the seem to comprise a major demographic of newly joining members.

I'm still not fully versed in the ways of DDO forums (I occassionally post in the religion and philosophy forums, and read through some of the other), but I can give you the two basic things that would have helped me:

1) What a new user should expect when participating in the forums.

a- Debating: like it says in the site policy, that discussions can get pretty heated, and a new user should be prepared to debate and be reasonable with other users. Also, in this part it might be a good idea to mention that personal attacks aren't tolerated, and a user should report them should they come across a personal attack.

b- Socializing: this is the part is I can't really throw information into, but I think the basic idea of how this site is kind of a social networking site as much as it is a debating site should be clarified for new users.

2) What the policy is for participating in the forum (actual rules, as opposed to guidlines for discussion).

All sub-points here would just be the site policy, and good information would be Airmax's Policy and the terms of usage. Even though they can find terms of use at the bottom of the page, I think it would be good to include the main points in this because once they've read this letter, they're going to feel like they know everything they need to know, and they probably won't click on the terms of use.
