Why did the Voting System has been changed?

The new system is horrible. Earlier one was far better, Don't you people think?

Which aspect? The single vote for arguments option? Or the option to limit who can vote?

The new system prevents a lot of abuse and implicit vote bombing by making every vote one constant score. Even so, if you think the old system is better, you can still use it when you're setting up a debate.

The new system is entirely optional. I for one prefer the old system (vote-bombs are easier to identify), however someone else using a different system does not invalidate my enjoyment of the site.

These are just alternates to each other, each with their own benefits and costs.

As mentioned, the creator of a debate can choose the new, single vote option, or the old multi-point system. If there is a debate you want to accept, you can ask the instigator to change it. For the voting limitations, those I have reservations against.
