The reason I like these, even though I don't think they're necessary, is that they are the best known way to inoculate judges against allegations debaters make that range from "stupid judge didn't read my debate!" to "stupid judge was biased against me!"

In reality, that debate needed one sentence: "PRO failed to meet his burden of proof, therefore CON wins." But, it's nice for everyone to see the thought process behind arriving at that conclusion.
