Back to Debates: In Policy debates, is it the burden of the proposition to present a modal?
This question is primarily asked because I am used to BP, and over there it is a necessary whenever there is a policy debate. So lets say I am arguing: This House Believes McDonald Should Close! Here I would only be asked to argue why.
Now lets say the resolution reads: TH Would Close Down McDonald
Now I believe, at least it is the way in BP, that a basic modal be given. How long will you given them? Will the govt. buy it?
Basically that if your principle is true, how would you proceed. Not just the why then, but also the how.
I think this should become common here too. Thoughts?
