should we report a campaigner?

I have an unusual habit (or I think I am unusual) of skimming around the forum and report every advertising posts and spammers I found on DDO. Recently I found this guy who are likely to be a Kiever, trying to win our support for his campaign against Russian-back fighters by asking us to "support" a Ukrainean car industry - effectively asking us to buy a Ukraine's car.

This is probably the only post he made, and he is likely to be inactive at this site (judging from the fact that he doesn't even try to defend himself when I questioned his post). Should I considered a post like this as a spammer? I mean this guy is definitely a spammer to me but what about any similar case that could rise up in the future? Something like some dude trying to ask for your vote for US president election or participate in NGO activities?

Should a post like this get reported as an ads spammer? or are we actually ok with campaigner as long as it is not commercial?

It fits the exact same style as all the other regular ad-spammers we see around DDO, so I think its best to report it and have Airmax clean it up.

It fits the exact same style as all the other regular ad-spammers we see around DDO, so I think its best to report it and have Airmax clean it up.

ok but what if that person is not a dead bot but some regular member? Should I warn him/her that "hey! stop we don't allow campaigning on this site!" I mean it can be quite confusing, every time we're entering a political debate we're almost always arguing for one party against another. Where should we draw the line between legitimate political debate and an infiltrated spammer/campaigner?
