when to report votes

There's been lots of focus on vote quality/moderation lately and I thought it'd be a good time to ask something I've been wondering for a while. How bad does a vote have to be to be moderated/worth reporting?

Obviously in the case of a front page/controversial debate like wylted/envisage's with lots of 7 points votebombs, its easy to know when a vote is worth reporting and easier to know which will be deleted.

But votes like lannan's on the debate below also seem worthy of a report to me.

Not trying to call out lannan or anything (voice-of-truth said he would vote identically in the comment section) but he gave 6 points to Pro for a forfeiture by Con, and 1 point to Con because Pro said the US is a republic. The 1 point given to Con doesn't fit any voting criteria and wasn't given for reasons related to the S&G point.

Obviously this 1 vote didn't affect the outcome of this debate, but votes all over the site give points for reasons unrelated to the voting criteria, and in some cases they will affect debate outcomes. Is this vote, and others like it, worthy of a report? And would any action be taken if it was reported?

And with so much abuse/misuse of the point system, might it just be better to only use 7 point votes on debates?

If you report any vote to airmax or to me, I'll review it. But I'd prefer you not report (a) votes on forfeit debates or (b) votes where the voting period has closed and the vote didn't affect the outcome.
