Can someone explain "Topic of the Week"

I notice it in the Society,Religion and Politics forum (probably in other forums too) but I don't know how ti works. What are topics of the week? Who makes them? Is it possible for a non-mod user to make them?

Debatability was responsible for them during her short presidency. We send her the topics, she designates a date for the TOTW and write the OP before that date. After she approves the OP, we post it on the forum and ask airmax to sticky it. They're still discussing how it will be run post-election.
