What does "Resolved: " mean?

So I see these debates that say resolved in there title. If the topic is resolved then why don't you take the debate down? If the topic is resolved why are you debating in the first place?!

The word "resolved" is incorporated into resolutions to satisfy those who have an overt or subconscious desire for redundancy when stating the nature of a debate. I dislike the word "resolved" but only passively so, because it is ultimately just one word. Far worse are those resolutions which begin with "This house believes [blah blah blah]."

In theory it means something has been settled, there is no other possibility, But in most cases it isn't true at all and not even close to being resolved.
