Immigration team debate, anyone?

Resolved: The United States should implement an open border policy

== Clarification ==

With open borders, there would be minimal (but very minimal) restrictions. Unlike today, where the number of legal immigrants is capped, the number would be unlimited. Anyone who enters the US could apply for resident status, and as long as they are not criminals or terrorists, relieve a resident Visa. After a number of years, they could apply to be a citizen. 99.9% of immigration would be legal--immigration itself would no longer be a crime unless you had the negative attributes above.
